Strong and efficient grid construction continues to accelerate

On December 12th, the Sichuan Jinping-Jiangsu Sunan ±800kV UHV DC Project, which has the highest three items of transmission capacity, transmission distance, and voltage level in the world, was officially put into commercial operation. After the UHV DC transmission project, it has once again reached the pinnacle of the world's DC transmission technology.

The commissioning of Jinsu DC also provides a more efficient way of power transmission and service economic development—promoting the development of large-scale hydropower resources in Southwest China, guaranteeing power supply in the eastern region, and establishing an energy resource advantage between the land of abundance and the land of Jiangsu and Zhejiang. Looking at the history of grid construction in 2012, there are still many important grid projects that have started or completed, which can be described as blooming everywhere. 

The reporter learned from the State Grid Corporation that in 2012, a number of key projects such as the Xinduqiao-Ganzi-Shiqu project and the back-to-back expansion of Gaoling were put into operation one after another. The interconnection project has been accelerated, the construction of the 220kV main grid of the Central Tibet Power Grid has started, and the Hazheng and Xizhe DC projects have officially started; as of November 30, the State Grid Corporation has put into operation 110 (66) kV and above AC lines and substations The capacity has respectively completed 79.6% and 82.2% of the annual plan, and it is expected that the grid construction task will be fully completed by the end of the year.

The "two crossings" project started by China Southern Power Grid at the end of last year-Yunnan Pu'er to Guangdong Jiangmen ±800kV DC transmission project, and the Xiluodu Right Bank Power Station to send power to Guangdong double-circuit ±500kV DC transmission project are also progressing steadily. As of the end of October, the overall progress of the above two projects has reached 40% and 36% respectively. It is expected that half of the overall project will be completed by the end of the year, and production will begin next year.

If these power grid projects are displayed on the map of China in the form of lines, a power grid that is becoming stronger and more efficient will be clearly presented. According to statistics released by the China Electricity Council, although the growth rate of electricity consumption in the whole society is declining, investment in power construction, especially in power grid construction, continues to grow.

From January to October this year, the investment in power engineering construction nationwide was 545.3 billion yuan, an increase of 2.22% year-on-year. Among them, 277.7 billion yuan was invested in power grid engineering construction, an increase of 7.89% year-on-year.

The rapid development and construction of the power grid is precisely the actual demand for promoting my country’s economic and social development, building a "beautiful China", and building a well-off society in an all-round way.

The level of safe and high-quality power supply service has been steadily improved

Located in the westernmost part of my country, Jigen Township, Wuqia County, Xinjiang, is known as the last place where the sun left China. On December 18, sufficient and stable power from Xinjiang’s main power grid was formally imported into this border town, so that more than 2,200 border guards and border troops completely bid farewell to the history of power shortages and brought new hope for local development.

Since the State Electricity Regulatory Commission launched a special action to supervise the quality of residential electricity service in October 2011, grid companies have formulated special measures based on actual conditions and adapted measures to local conditions to increase investment in the construction of power grids in areas without electricity, and develop and utilize wind energy, Various methods such as material energy and solar energy have solved the electricity problem of 160,000 households without electricity in about a year.

Use electricity, but also use electricity. In November of this year, the State Electricity Regulatory Commission conducted a multi-faceted assessment and summary of the quality of electricity consumption and service levels of my country's residents. According to data, from January to September, power regulatory agencies and power grid companies vigorously implemented residential power satisfaction projects. The national urban and rural distribution network completed an investment of 113.2 billion yuan, an increase of 13% year-on-year, accounting for 49.3% of all power grid project investment. The power supply capacity of the grid has been significantly improved. The national power supply reliability rate reached 99.948%, a year-on-year increase of 0.014 percentage points. Power supply companies across the country have solved the low-voltage problem of 18,797,700 users, alleviated the problem of residential electricity, especially in old urban communities and rural areas, and ensured residents' electricity needs; a total of 44,000 payment outlets were added. In most provinces, large and medium-sized urban areas are forming a "ten-minute payment circle", and rural areas are realizing "set up payment points in every village."

While the power supply capacity and level of power supply continue to improve, the major power outage in India in 2012 once again sounded the safety alarm for power grid companies that regard safety and stability as their lifeline.

By summarizing and analyzing the lessons of the Indian blackout, grid companies have carried out safety hazard investigations. While strengthening the construction of urban distribution networks and accelerating the implementation of a new round of rural power grid transformation and upgrading according to the plan, they have strengthened the control and management of dispatching operations and strengthened the security of typical receiving end power grids. Measures such as risk assessment, strengthening the construction and transformation of weak power grids, etc., establish and improve safety mechanisms to prevent large-scale power outages.

It is the direction of the power grid companies to make the grid operation safer and the power supply service better. In 2012, the grid companies continued to make steady progress in this direction.

Green, clean, and clean energy grid integration is intensified

In October, the publication of a document brought the State Grid Corporation to the attention of the new energy industry and the news media. For Chinese photovoltaic companies in the cold current of "double reverse", State Grid Corporation's move can be described as "sending charcoal in the snow", which has been well received by all walks of life.

According to data recently released by the State Electricity Regulatory Commission, in November, the State Grid Corporation accepted a total of 123 distributed photovoltaic power generation grid-connected applications, with a total installed capacity of 176.4 MW, including 110 rooftop photovoltaic installations, with a total installed capacity Up to 162.7 MW, accounting for 92.3%.

In recent years, as my country’s pressure on energy conservation and emission reduction has continued to increase, the development of new energy has further accelerated. However, the issue of new energy grid connection is considered an important factor restricting its development. In response to this situation, power grid companies have been continuously experimenting with technologies, policies, and mechanisms for new energy grid-connected technologies, and have achieved certain results.

In terms of wind power development, in April last year, the State Grid Corporation of China took the lead in publishing the "White Paper on Promoting Wind Energy Development."

As of June this year, my country's wind power grid-connected work has made great progress. The grid-connected wind power capacity has reached 52.58 million kilowatts, surpassing the United States and ranking first in the world. The dispatch range of the State Grid reached 50.26 million kilowatts, making it the world's largest and fastest-growing wind power grid. 

China Southern Power Grid also said recently that it will invest 1.5 billion yuan to support the development of wind power in Guangxi within 10 years. It is understood that Guangxi can develop wind power installed capacity of more than 13 million kilowatts. As of the end of October, the total installed capacity of wind power under construction, pending approval and under feasibility study design was 1.6 million kilowatts, accounting for 12.1% of the developable installed capacity. 

The 18th National Congress of the Communist Party of China put forward the goal of building a "beautiful China". Speeding up the development of clean energy and providing sufficient and clean energy supply for building a well-off society in an all-round way and building a modern socialist country are the basic requirements and specific practices for the power industry to build a "beautiful China" and implement the spirit of the 18th National Congress of the Communist Party of China. 

According to estimates, by 2020, my country's installed hydropower capacity will reach 350 million kilowatts, wind power installed capacity will exceed 200 million kilowatts, and photovoltaic power generation will exceed 50 million kilowatts. It is a challenge and an opportunity faced by power grid enterprises to transmit these green and clean electric energy and implement a large-scale optimization of energy resources. It is a responsibility and an honor. Grid companies are making continuous efforts to advance on the road to a "beautiful China" and a well-off society.
